Research on the Strategy of 2nd Climate Change Health Risk Assessment

Abstract

□ A Climate Change Health Risk Assessment was conducted in accordance with Article 37-2 (national health impact assessment, etc. due to climate change) of the “Framework Act on Health and Medical Services” amended in 2017, and the first report was issued in early 2022. The purpose of this study is to lay the groundwork for the 2nd Climate Change Health Risk Assessment, and to further, by forming an expert network, the discussion on climate change health adaptation. ❍ In this study, we first examined the health adaptation and monitoring and evaluation systems run in foreign countries; second, we proposed law amendments and task force for the 2nd Climate Change Health Risk Assessment; and third, we held climate and health forums to discuss major policy issues and future policies. □ This study found that the climate change policies in foreign countries have recently been actively changing, and that in those countries monitoring and evaluation of the health impacts of climate change are systematically carried out based on legal frameworks and with organizational and financial commitments. Finally, we discussed with experts and officials from relevant ministries, and suggested ways to improve the 2nd Climate Change Health Risk Assessment. ❍ Legislative Amendment: We proposed that independent legislation be enacted to ensure that Climate Change Health Risk Assessment lead to health adaptation. However, considering that the Climate Change Health Risk Assessment is still in its early stages, we focused on revising the existing “Framework Act on Health and Medical Services”. ❍ Establishment of task force: We proposed that KDCA designate an external specialized agency as a task force to delegate the authority related to Climate Change Health Risk Assessment, and the task force to be composed of 4 teams including government governance and specialized agency governance.
