Monitoring and tasks of pregnancy and childbirth support policies

Abstract

The main purpose of this study is to monitor pregnancy and childbirth-related policies in line with the 4th Basic Plan for Low Fertility and Aging Society(2021~2025). This study monitors 12 pregnancy and childbirth support policies presented in the 2021 Implementation Plan of the 4th Basic Plan for Low Fertility and Aging Society. The questions for monitoring are as follows: Are the objectives of each policy consistent with the 4th Basic Plan for Low Fertility and Aging Society?; does each policy have a proper system for implementation?; have they established the subject, method, and procedure appropriate for achieving the policy objectives?; are the project details established in connection with the policy objectives, and are the methods effective and efficient to achieve the policy objectives?; is the schedule good enough to support the implementation of the policy, and systematically organized in time?; is the implementation progress regularly monitored?; are the performance indicators appropriate to measure the policy objective achievement? To monitor the policies, various opinions were collected from policy consumers, suppliers, and experts, and monitored through quantitative and qualitative methods. As a result of monitoring, it is necessary to reconsider whether improving medical awareness policy and supporting marriage migrants policy are promoted within the 4th Basic Plan for Low Fertility and Aging Society. It is expected to be used as an empirical basis for the effective implementation of the 4th Basic Plan for Low Fertility and Aging Society and the establishment of policies in the area of ​​pregnancy and childbirth for the 5th Basic Plan for Low Fertility and Aging Society(2026~2030).
