A Preliminary Study of the Social Trends Monitoring

Abstract

This study aims to analyze the time-series trajectory of the level and gap of social policy performances as indicators, and diagnose the current situation from the perspective of international comparison, in order to derive a method for preparation of the basis to be produced in a timely manner. To achieve the purpose of the study, first, we developed a framework for monitoring the social trends. To this end, we reviewed literature, conducted expert surveys twice, and discussed the needs for measurement indicators, usability, and availability of data. Second, using the social policy trends monitoring framework, we analyzed the social policy performances in the fields of health care, income security, social service, population, and general policy conditions. We tried to monitor social trends and policy performances through time series trends over the past 10 years and recent cross-sectional international comparisons. All findings together, our suggestions for conducting the social trends monitoring are as follows. First, it is necessary to periodically conduct trend analysis by sector in order to consider the individual policy conditions unique to each policy field and sufficiency of the analysis. Second, practical efforts are needed to alleviate the restrictions on the various secondary data such as administrative data. Third, where raw data are not produced or access is restricted, it may be desirable to conduct surveys to trace social trends. Fourth, it is necessary to periodically improve the social trends monitoring framework in order to secure timeliness in response to socio-economic changes. Finally, it is desirable to establish a management system by experts in various fields of social policies.
