Abstract: 사회보장의 관점에서 재정위기는 이를 극복하는 과정에서 일반적으로 요구되는 긴축조치에 따라 사회보장 공급불안을 야기할 수 있다는 점에서 특히 커다란 위협이 된다. 이러한 점에서 재정위기는 곧 사회보장 위기로 볼 수 있으며, 이는 곧 정부 재정운용의 큰 틀에서 사회보장지출을 효과적으로 관리할 필요성이 있음을 강조한다.
이 연구는 총 3개년에 걸쳐 연차별로 복지국가의 재정경제위기에 대응하는 과정에서 확인되는 사회보장 및 재정관리 제도변화에 대한 검토를 통해 사회보장과 관련한 재정적·제도적 위험 요인을 식별하고 관리할 수 있는 방안에 대한 시사점을 찾고, 이에 기초하여 사회보장지출을 효과적으로 관리할 수 있는 구체적인 기준을 마련하여 제시하는 것을 목적으로 한다.
이 보고서는 1차 연도에 수행하는 기초분석으로 한국 복지국가의 형성과정에 대한 검토를 통해 제도적․재정적 위험 요인에 대하여 진단하고, 사회보장지출과 재정위기간의 관계를 실증적으로 살펴보았다. 더불어 재정여건에 따라 신축적인 조정이 어려운 사회보장지출의 특성상 효율적인 사회보장지출 관리가 중요하다는 점에서 효율적 사회보장지출 관리수단으로서의 성과평가체계가 어떻게 구성되어야 하는가와 관련하여 제도현황에 대한 심층적인 분석을 통해 한계를 진단하고 개선과제를 도출하였다.

The purpose of this three-year study is to identify potential risk factors related to the social security system of Korea and to develop policy standards for appropriate management of government social expenditures. In this first year of the study, we examined the fiscal status and the future prospects of Korean social security systems and diagnosed potential risk factors. By using a panel data covering 71 countries, we also analysed how government social expenditure and fiscal crises are interrelated. In order to find implications for efficient social expenditure management, Australia’s social security performance evaluation cases were reviewed in depth. And current operations of social security related performance evaluation in Korea were also diagnosed.
