| dc.description.abstract | 세계적으로 고가 신약이 증가하는 가운데, 신약의 급여와 약가 결정에서 실제 가격을 비밀에 부치기로 합의하면서 공식 등재 가격을 높게 유지하는 계약이 증가해 왔다. 많은 신약에서 등재 약가가 실제 지불 가격이 아니라는 것은 이제 널리 알려져 있고, 약가의 불투명화는 다시 약가 결정의 어려움, 의약품 접근성에서의 차별, 정책 지속성의 위협 등의 문제를 발생시킨다. 이에 약가의 투명화를 위한 국가 간 협력과 국가 내법제도 개선 등의 노력이 최근 관찰되고 있다. 국내 약가제도도 세계적인 약가 불투명화의 현상에서 자유롭지는 않으나, 약가 결정에서 외국 등재 약가의 영향을 최소화하고 국내 약가의 투명성을 높이기 위한 제도의 정교화가 요구된다. |
