dc.description.abstract	구직자 기초생활 보장은 2005년 1월 1일자로 효력을 발휘한 「구직자 기초생활보장에 관한 법」(사회법전 제2권)에 의거하여 시행하는 제도이다. 그 목적은 경제활동인구(15세 이상∼67세 미만)에 속하는 실업자, 저소득층에 대해 기존의 실업부조 또는 사회부조 대신에 실업급여2(Arbeitslosengeld2) 제도를 신설하여 수급자의 기초생활을 보장하면서 체계적인 취업 상담과 알선을 강화하고 개별 사례에 적합한 적극적 노동시장정책 사업을 효과적으로 수행하여 이들의 경제활동을 촉진하는 데에 있다. 실업급여2는 2023년도부터 시민수당(Bürgergeld)으로 개칭되면서 수급 요건을 완화하였고, 중장기적으로 스스로의 근로소득이나 경제활동에 따른 소득으로 생활이 가능하도록 수급자의 직업 수행 능력의 개발과 향상을 지원하여 성공적으로 노동시장에 통합하려는 방향으로 전환하였다.
dc.description.abstract	In German, basic security for Jobseekers is administered under the legislation, Book II of the Social Code, which came into force on January 1, 2005. Introduced as part of the country’s active labor market policy, the scheme seeks to promote gainful employment among unemployed and low-income individuals of working age (15 to 67). It provides individualised carreer guidance and job placement services, while also ensuring a basic standard of living through income support, formerly known as Arbeitslosengeld II, while replaced the previous unemployment assistance programmes. In 2023, Arbeitskosengeld II was renames Bürgergeld, with the reform easing eligibility requirements and the placing greater emphasis on suppporting jobseekers and low-income earners in developing their skills and work competencies. The overarching goal is to enable recipients to achieve substainable labor market integration and long-term ecomomic self-sufficiency.
