| dc.description.abstract | 본고는 다층적 노후소득보장구축 측면에서 국민연금과 개인연금을 중심으로 가입실태 살펴보고 정책방향을 제시하고 있다. 5인 미만 자영업주는 국민연금 등 공적연금을 가장 중요한 노후소득보장 수단으로 인식하고 있는 것으로 나타났다. 특히 저소득층 중 노후소득 준비를 하지 않는 경우 지금 당장 경제적인 여유가 없어서 국민연금 가입 등 노후소득 준비를 하지 못한다는 응답이 82.4%로 나타났다. 근로기간의 저소득층이 노후소득보장에 대한 대비를 하지 않은채 그대로 방치될 경우 제대로 된 노후준비 없이 노후를 맞이하게 될 가능성이 높다. 근로기간에 본인 스스로 노후소득준비를 할 수 있도록 국가차원에서 노후소득보장에 대한 지원정책이 필요한 것으로 보인다. 저소득층 역시 가장 중요하게 여기고 있는 노후소득보장수단이 국민연금제도이므로 노후소득대비 차원에서 공적소득보장제도에서 저소득층을 중심으로 대책을 마련한다면 보다 적극적으로 공적연금제도를 활용할 의사가 있는 것으로 예상된다. |
