Abstract
The aim of this study was to analyze the activation policies for low-income groups in Korea and propose directions for improving the policies. Most studies on activation policies focused on the supply-side interventions in the labour market. But this study focuses on the demand-side aspects of activation policies. Main findings are as follows. First, activation policies in Korea are inclined to supply-side interventions, paying only little attention to demand-side interventions. For example, public employment service is very poor in the supply-side and its connection with the demand-side is weak. Second, labour supply-side intervention policies are heavily dependent on incentives and sanctions. Third, income security policies are not closely linked to employment service policies. Because of the low benefit levels and strict entitlement conditions of income security policy, employment service policies is limited in imposing an obligation to participate in activation policy.
