A Study on the Marketisation of Long-term Care for the Elderly in UK and Germany: Focusing on the Evaluation of Service Users’ Perspective

Abstract

This study is aimed at examining from a users’ perspective how the UK (England) and Germany have marketised long-term care services for the elderly. This study found that firstly, although marketisation has diversified service providers and expanded long-term care market, the coverage of long-term care has rather shrunk or only slightly expanded due to budget constraints. Secondly, it was found that the objective conditions for the exercise of choice by service users have been improved after the introduction of cash allowances. Yet, the exercise of choice in the field has rather been limited due to the inadequate information and supporting systems for the elderly. Thirdly, although the quality of service has been improved to some degree, there have still been many problems to cope with relating to such issues as budget constraints, severe competition among service providers, illegal use of care workforce, and the inadequate regulation of service providers. The experiences of the UK and Germany in the marketisation of long-term care services suggest to the Republic of Korea that the government should develop a range of robust regulatory and supporting systems for the elderly.
