Establishing Social Welfare Expenditure Database(Third Year) -With Special Reference to Central Government Budget Expenditure-

Abstract

⧠ 사회복지재정의 범위 설정 － 선행연구 검토와 자문위원회 검토를 거쳐 사회복지재정의 범위는 정부부문과 비영리공공기관을 포괄하는 IMF기준으로 설정.

⧠ 복지재정 DB구축의 추진전략과 방안수립 － 품목별 예산제도와 사업별 예산제도의 구조 비교 및 연계분석 추진 － DB구축의 구조체계 설정 : DB구축의 구조는 기본구조, 기능구조, 세부제도구조로 계층화. － 기본구조는 세대간 사회복지 욕구와 변하를 수용할 수 있는 기본분류체계로 사회복지에 관한 정부부처 간 공통의 업무기능을 만족하는 대분류 － 기능구조는 기본구조 내에서 사업을 기능별로 분류 － 세부기능구조는 기능구조를 구성하는 세부제도로 사회복지 재정지출의 최하위 분류 － DB구축의 시점(始點) 결정 : 기초자료수집과 사업별 예산제도(2008년 이후)와의 비교를 위해 2004년으로 함.

⧠ 중앙정부 중심의 DB구축과 지방정부의 분석병행

⧠ 3차년도 연구는 중앙정부의 재정자료DB구축, 기본지표의 생산과 분석지표의 개발과 분석에 주안점. 나아가 지방정부의 재정자료가 계속 구축됨에 따라 추가 분석지표의 제공.

ㅁWe have financial information systems(i.e. e-Hozo, d-Brain) for transparency and effectiveness of financial flow each central and local governments. Information systems have been introduced just, when we analyze these financial data, segment has occurred by items-budget and programs-budget. － This study is to establishing for the association with item-budget and program-budget and for the cooperation central and local governments.

ㅁThe purpose of this study is the building Social Expenditure Database for managing functional categories of social expenditure, developing indicators to compare local governments' social effort, roles of central government and local governments.
