Comparison of the Creation Effect of Social Jobs in Response to the Change to the Delivery System of Social Services

Abstract

신사회적 위험 등의 사회문제 해결을 위해 사회서비스 전달체계가 변화과정에서 증가된 사회서비스는 다양한 형태의 사회적 일자리를 창출하였다. 이러한 사회적 일자리가 일자리창출과 질적으로 향상된 사회서비스 공급체로서 기능하고 있는가 즉“괜찮은 일자리”로서 기능하고 있는지는 연구되지 못하였다. 따라서 본 연구에서는 사회적 일자리를 선행연구를 통해서 검토된 바우처형 일자리, 사회적 기업형 일자리, 소액대출 사업형 일자리, 자활사업형 일자리로 구분하여 분석하였다. 양적 분석으로 유형별 창출된 사회적 일자리의 수, 근로를 한 인력의 수 등의 양적 자료들을 분석하였으며, 질적 분석은 평균임금현황과 일자리의 사회보장성 수준(사회보험 가입여부), 고용의 안정성(평균근속기간 및 소액대출사업의 경우 사업유지기간 등)과 사회적 평가를 분석하였다. 양적 분석결과, 자활근로형 일자리가 가장 많은 일자리를 창출하였으나 이는 자활자립을 위한 근로훈련 형태의 일자리이므로 고용창출과 경제성장에 큰 영향력은 없는 일자리이며, 사실상 일자리 창출의 효과를 가장 많이 보여주는 것은 사회서비스 바우처형 일자리였다. 또한 질적분석 결과는 급여수준 부분에서 소액대출 사업형 일자리가 가장 안정성을 확보하고 있었다. 사회보험가입의 안정성이 확보된 사회적 기업형 일자리의 경우 급여수준의 향상을 이끌어낼 경우 안정적 일자리로 변화할 수 있을 것이다. 사회적 일자리의 양적 팽창뿐 아니라 괜찮은 일자리로서의 급여안정성, 고용안정성, 사회보장성 수준은 지속적으로 향상시켜야 할 과제이다.

Social services in which the delivery system of social services has been increased in the course of change to resolve social problems such as new social risk created a variety form of social jobs. Whether these social jobs are functioning as the creation of jobs as well as the provider of quality-enhanced social services, that is to say whether they are functioning as “good jobs”has not been explored. Therefore, in this study, we categorized and analysed social jobs into social service voucher, social enterprise, micro credit and self-support which have been examined through precedent research. We analysed quantitative data such as the number of social jobs and the number of workforce, and we did qualitative analysis such as the status of average wage, the level of social security(whether people subscribed social insurance), the stability of employment (the duration of average long service, and the duration of business maintenance in the case of micro credit), and social assessment. As a result of quantitative analysis, selfsupport jobs created the most jobs, but wield much influence on the employment creation and economic growth since they are the kind of labor training jobs for the purpose of self-support. In fact, it was social service voucher that has shown the most effective job creation. As a result of qualitative analysis, micro credit secured the stability in terms of the level of wage. For social enterprises in which the stability of the subscription of social insurance is secured, we can induce change into stable jobs if we can improve the level of wage. Not only the quantitative expansion of social jobs but the levels of payment stability, employment stability and social security as decent jobs are the tasks for us to improve consistently.
