| dc.description.abstract | 1차의료의 발전은 보건의료공급구조， 소비자와 의료공급자의 행위， 의학교육 등에 걸친 광범한 변화를 요구하는 정책과제이다. 이 논문에서 21세기 보건의료를 질병과 건강， 보건의료공급체계， 국민의료비로 구분하여 전망하면서 1차의료의 중요성이 기술되었다. 이러한 전망하에서 1차의료의 개념， 기능， 내용에 비추어 보건의료공급체계의 난맥상， 무질서， 의료기관간 경쟁 • 대립관계， 전문의 지향적 의학교육 등으로 인하여 1차의료가 공백상태 임을 밝히고 있다. 21세기를 대비하여 장기적 계획하에 단계적으로 가능한 방법부터 실천에 옮겨야 할 것이다. 이를 실천하는데 있어서 먼저 정부의 주도적 역할을 기대하고 있다. 즉 GP양성， 기존 개업전문의의 GP화를 위한 보수교육 등을 위한 과감한 재정투자와 병행하여 환자교육 및 1차의료의 유인(諸因) 등이 제안되고 있다. |
