| dc.description.abstract | 현행 국민기초생활보장법하의 수급자 선정기준이 너무 엄격하여 최저생계비 이하의 소득자 중에서도 급여를 받지 못하는 비수급 빈곤층과 소득은 최저생계비 이상이나 노인, 장애인, 아동, 임산부 등 취약계층에 대한 특성별 지출이 많은 즉 지출 후 소득이 최저생계비 이하로 떨어지는 잠재빈곤층은 기초보장의 사각지대에 놓여있게 됨 따라서 본고는 사각지대에 놓여있는 계층에 대하여 각 특성 그룹별로 필요한 급여를 제공할 수 있는 급여지원방안에 대하여 논하였음 노인, 장애인, 아동 등에 대해서는 수당제도 및 급식제도의 도입 그리고 의료급여지원을, 소득이 없는 한시적 실업자에게는 취업 후 상환을 조건으로 생계비 융자를, 최저 주거기준에 미달하는 계층에게는 주거급여를, 자활사업이 필요한 계층에게는 자활급여를, 그리고 만성질환 및 희귀난치성질환보유자들에게는 의료급여를 제공하는 방안을 제시하였음. |
