| dc.description.abstract | 1인당 국민소득이 10,000불 수준인 2001년 우리나라 사회지출비율(OECD기준)은 8.7%(GDP대비)이다. UN과 OECD평균을 고려할 때 1인당 국민소득 10,000불 정도에는 사회지출이 12.2%(GDP대비)로 추정된다. 우리나라의 실제지출은 국제기구회원국의 평균지출 수준에 비해 약3.5%p가 낮게 나타나고 있다. 1980년 미국과 같은 수준으로 향후 우리의 국민연금이 본격적으로 지출되고(GDP대비4.40% 규모) 나아가 고령화정책으로 저출산대비 가족현금급여정책이 실시되면 (GDP대비 0.40% 규모) 4.80%의 재정의 추가증대가 있을 것으로 추정된다. 위 두 가지의 예상되는 변화만으로도 우리나라의 사회지출비율은 약 13.5%에 이른다. 이와 더불어 고령화와 저소득 지원에 따른 추가로 필요한 투자(GDP대비 1.5%)를 고려하면 우리의 사회지출은 국민연금급여가 본격 시작된 이후인 2015년경15.0%(GDP대비)에 이를 것으로 보인다. |
