| dc.description.abstract | 단일 보험자로서 전국민의 건강보험을 담당하는 국민건강보험공단이 탄생되어 1년이 조금 지난 현 시점에서 공단의 역할에 대한 평가가 긍정적인 것만은 아니다. 공단은 통합조직의 효율성과 생산성을 제고하기 위해 경영혁신을 추진하고 있으나, 통합으로 인한 장점은 가시화되지 않는 상태에서 건강보험의 재정위기가 발생하여 공단의 업무수행 및 결과에 대한 비난이 제기되고 있는 상황이다. 따라서 공단의 역할에 대한 목표설정과 이에 따른 적절한 평가체제의 개발이 시급한 실정이다. 이에 본고에서는 영국의 의료보장제도인 NHS(National Health Service)의 업무수행에 있어서의 목표설정 및 평가체제에 대해 살펴보고, 우리나라의 건강보험공단에서 실행하고 있는 성과평가체계와의 비교를 통해 시사점을 도출해 보았다. |
