| dc.description.abstract | 규제영향평가는 규제가 만들어지고 집행되는 과정뿐만 아니라 결과까지도 포괄하는 것으로, 규제 품질의 과정적 측면에서는 다양한 이해관계자들과의 협의를 거치는 한편, 투명성과 책임성을 갖추고 근거에 기반하여 의사결정을 해나가는 것을 의미한다. 이에 본 연구에서는 주요 국가의 규제영향분석 가이드라인 및 보건·사회보장 분야에 적용된 사례를 검토하고, 보건복지정책의 효과성을 높이기 위한 규제영향분석 관련 정책과제를 도출하여 개선 방안을 마련하였다. 편익과 비용이 금전 가치화되는 것은 매우 어려운 과정이기 때문에 현재까지도 규제영향분석에서 많이 적용되고 있지 못한 영역이지만, 규제영향분석의 양적, 질적 측면을 모두 고려하여 현재와 미래의 비용 및 편익, 그리고 규제가 세대 간에 미치는 영향 등을 포괄적으로 고려할 필요가 있을 것이다. |
| dc.description.abstract | Regulations complement market principles and have a significant impact on the economy, society, and the environment. Therefore, poorly designed regulations can increase socioeconomic costs and reduce public welfare, making it necessary to establish a performance management system to improve regulations and facilitate the delivery of new services. In this study, we examined the current status of RIA in Korea's health and welfare policies, and conducted a quantitative RIA as a pilot case. Although it has not been widely applied in RIA to date, it is necessary to comprehensively consider current and future costs and benefits, as well as the impact of regulations on generations. |
