dc.description.abstract경제협력개발기구(OECD)와 유럽연합(EU)의 아동·가족에 대한 공적지출 개념을 적용하여 파악했을 때, 2025년 국가재정에 반영된 아동·가족 예산은 2024년 대비 약 1.3조 원 증가한 20.7조 원으로 책정되었다. 긴축재정 속에서도 고용·복지·보건 분야보다 높은 증가율을 보였다는 점은 긍정적이다. 그러나 7개 범주별 세부 분석 결과 실질적인 정부 재원 투입은 제한적이었다. 아동수당, 부모급여, 가정양육수당 3개 사업의 예산 감액이 전체 감액분의 78.5%를 차지한다. 예산이 증액된 사업은 33개로 이 중 모성보호육아지원과 영유아보육료지원이 각각 전체 예산 증가의 62.3%와 23.2%를 설명한다. 영유아보육료지원 예산 증가는 상당 부분 국고보조율 인상의 결과로, 실제 아동 양육 가구 지원 확대를 위한 예산 증액은 모성보호육아지원 사업에 집중되어 있다. 즉 2025년 아동·가족 예산 증가의 상당 부분이 근로자와 사용자가 부담하는 고용보험기금 재원에 의존하고 있어 고용보험 사각지대에 놓인 아동 양육 가구는 그 혜택을 충분히 체감하기 어려울 가능성이 크다. 비록 재정 여건이 우호적이지 않지만 보다 포괄적이고 실질적인 아동 양육지원을 위한 재정 투입이 요구된다.
dc.description.abstractKorea’s 2025 budget allocated for ‘children and families’ expenditures, estimated according to OECD and EU standards, totals KRW 20.7 trillion—an increase of KRW 1.3 trillion from 2024. The fact that the children-and-families budget increased by a higher rate than did the budgets for ‘employment,’ ‘social welfare,’ and ‘health,’ can be taken for a positive development, not least in light of current fiscal austerity. However, a closer look at the seven subcategories of ‘children and family’ expenditures, as defined in the national budget and accounting system, reveals the government’s input to be limited. Notably, 78.5 percent of the total program-by-program cuts are concentrated in three areas: child benefits, parental allowance, and home childcare allowance. Meanwhile, of the total budget increase distributed across 33 programs, 62.3 percent goes to ‘maternal and child care support’ and 23.2 percent to ‘infant-and-toddler care support.’ However, since the budget increase for the latter program is attributed in a large measure to a recent increase in the national subsidy rate, the overall increase in the children- and-families budget is primarily driven by the expanded allocation to ‘maternal and child care support,’ funded by the Employment Insurance Fund. This may mean that the 2025 children-and-families budget increase, relying as it does to a significant extent on contributions paid by employees and employers, is more likely than not to benefit families left outside employment insurance coverage. Despite the unfavorable fiscal conditions, the government must take steps to expand support in a way that ensures broader coverage and tangible benefits.
