dc.description.abstract	2024년 2월 「아동복지법」 개정 시행으로, 18세 이전 중간퇴소 아동·청소년도 자립지원 대상에 포함되었으나, 사후관리 및 지원체계가 미비하여 실효성이 낮고 자립지원의 사각지대가 존재한다. 본 연구는 중간퇴소 자립준비청년의 현황 및 지원 실태를 조사하고, 영국·독일·미국 사례 분석을 통해 정책적 시사점을 도출하였다. 또한, 아동보호전담요원 및 보건복지부, 여성가족부, 법무부 관할 시설 중간퇴소 자립준비청년과 종사자 대상 인터뷰를 통해 자립지원 욕구를 파악하였다. 연구 결과를 바탕으로 단기적으로는 통합적 정보공유 체계 구축, 위기 아동·청소년 보호조치 게이트웨이 단일화, 보건복지부 관할 시설 우선 보호 조치, 맞춤형 지원 강화, 인력 확충을 제안하고, 중·장기적으로는 특별법 제정 및 자립준비청년 개념 재정의, 단일 부처 통합 지원체계 구축을 제시하였다.
dc.description.abstract	This study examines the status of out-of-home care leavers discharged under the age of 18 and the policy support available for their independent living. It analyzes policy gaps and support measures for early-discharged youth, referencing cases from the UK, Germany, and the United States. A survey of child protection staff and qualitative interviews with young people preparing for independent living and professionals were conducted to assess needs among the early leavers. Based on the analysis, the study proposes an integrated support policy for early-discharged care leavers.
