| dc.description.abstract | 프랑스는 저출산 대응에 성공한 나라로 잘 알려져 있다. 최근 프랑스 자국의 출산율 감소에 대한 사회적 염려와 대조적으로 출산율은 2023년 현재 1.68명으로 여전히 높은 수준이다. 이 연구는 오랫동안 적극적으로 인구 문제에 개입하여 다양한 정책을 추진하고 있는 프랑스의 인구 변화와 이에 대응한 인구정책을 살펴보고, 한국의 인구정책 수립에 필요한 기초자료를 제시하는 것을 목적으로 한다. 프랑스는 아동 양육과 관련된 직간접적인 비용의 경감을 위해 자녀를 양육하고 있는 가족에게 다양한 수당을 지급하고 자녀 양육으로 인해 직업이 없는 전업주부에게 연금을 받을 수 있도록 보험료를 지원하며 소득세의 가족계수를 통해 세금을 경감하도록 지원하는 등 포괄적인 가족지원 정책을 통해 출산율을 제고하고자 노력하고 있다. 프랑스는 1930년대부터 인구정책을 추진하였고, 출산을 장려하는 기조를 지금까지 유지하고 있다. 프랑스 사례에서 살펴보았듯이 인구정책이 실효성 있게 추진되기 위해서는 장기적 시계를 가지고 꾸준하게 일관되게 추진될 필요가 있다. |
| dc.description.abstract | France is renowned for its successful response to the declining birthrate. Although the country's total fertility rate has declined somewhat in recent years, it remains relatively high. This study aims to examine population changes in France, which has actively addressed population issues and implemented a range of policies over many years, and to provide a foundation for establishing population policies in Korea. France has had a population policy since the 1930s and has consistently encouraged births. For population policies to be effective, they must be implemented in a gradual and consistent manner with a long-term perspective. |
