dc.description.abstract	- 코로나19 대유행을 경험하며 감염병 확산 예방과 대비, 대응을 위한 국제 보건안보 체계 강화의 중요성을 인식하였고, 이에 따라 팬데믹 조약에 대한 협상을 진행 중임. 협상의 주요 쟁점 중 하나는 병원체 접근 및 이익 공유 체계 구축으로, 코로나19 팬데믹 평가에 근거하여 백신에 대한 형평성 있는 접근을 보장하는 방안이 논의됨. - 유전자원 활용을 위한 접근 및 이익 공유와 관련된 체계로는 현재 ‘생물다양성협약’과 ‘나고야 의정서’, ‘대유행 인플루엔자 대비 프레임워크’ 등이 있지만 인플루엔자를 제외한 병원체 및 유전자 서열 데이터에 대한 접근과 이익 공유를 위한 체계는 아직까지 없음. - 코로나19 기간에 사용된 유전자 서열 데이터 공유 체계와 대유행 인플루엔자 대비 프레임워크의 표준물질이전계약 등을 참고하여 병원체 및 유전자 서열 데이터에 대한 접근과 이익 공유를 위한 체계 개발을 고려할 수 있음. 다만 이러한 체계를 구축하기까지는 추가 논의가 필요할 것으로 예상됨.
