dc.description.abstract본 연구의 목적은 중증 장애인이 인식하는 건강의 의미를 탐색하고, 「장애인건강권법」 시행 이후의 정책적 시도들에 대한 당사자의 경험을 통해 당사자 중심의 건강 정책 방향성을 제시하기 위한 것이다. 지체, 청각, 시각, 뇌병변장애인 활동가 중심으로 포커스그룹을 구성하고 인터뷰를 통해 자료를 수집한 후, 질적 주제 분석을 시행한 결과 4개의 주제와 11개의 하위주제가 도출되었다. 당사자 중심의 건강 의미는 ‘신체, 정신, 활동, 사회참여를 아우르는 주도적 관리의 삶’이자 ‘사회와 관계하며 연속선상에 있는 역동성’이었다. 「장애인건강권법」 시행 이후 장애인 건강 정책의 양적 확대에도 불구하고, 여전히 중증 장애인은 건강증진, 예방, 진료, 재활 과정에서 장애에 부합하지 않거나 분절된 서비스로 어려움을 겪고 있었다. 결론에서는 건강 정책 기획 시 당사자 참여를 강조함과 더불어 인간 중심 케어 측면에서 기능회복만을 중시하기보다 일상생활 및 사회활동 등 삶을 영위하기 위한 목적이 고려될 필요성을 제언하였다.
dc.description.abstractThis study aimed to explore the meaning of health from the perspectives of individuals with severe disabilities and their experiences with healthcare services since the enactment of the “Act on the Rights of Persons with Disabilities.” Focus group interviews were conducted with people with physical disabilities, brain lesions, hearing loss, and visual impairments. The data were analyzed using the qualitative thematic analysis method suggested by Broun and Clarke. Four themes and eleven sub-themes were identified. The person-centered meaning of health encompassed “a life of proactive management involving the physical, the mental, activities, and social participation” and “the dynamism existing in continuous interaction with society.” Despite the quantitative expansion of disability health policies, individuals with severe disabilities still face difficulties in healthcare due to insufficient and fragmented services. In conclusion, it is crucial that health policymakers adhere to the motto of the disability rights movement, "Nothing about us without us," by ensuring the participation of persons with disabilities in the development of initiatives. Furthermore, we emphasize the importance of person-centered care in disability health policies, which prioritize life activities and social participation over merely focusing on physical functional recovery.
