The Establishment and Development of Community Participatory Health Programs in Busan: Fifteen Years of the Healthy Bansong Project

Abstract

Community participation is a core principle of primary health care and health promotion, yet its practical implementation remains challenging. The local community participatory health project in Busan began with the Healthy Bansong Project in 2007, expanded into the Healthy Local Community Project in 2010, and further developed into the Local Community Health Center Project in 2016. This study aims to explore the establishment and development of Busan’s community participatory health projects and provide insights to enhance such initiatives in South Korea. Through an analysis of 15 years of project implementation and a comprehensive review of relevant literature, key factors contributing to the sustained development of Busan’s community participation health projects were identified. These include adherence to the principle of community participation, effective communication and empathy with local residents, consideration of local characteristics, consistent policy support by regional governments and professional organizations, and the enactment of supportive ordinances. Nonetheless, challenges remain to be addressed, such as limitations in securing local government budgets, instability in the employment structure of health workers, and the perception of redundancy with local social care services. Despite these challenges, the experience of the community participatory health projects in Busan over the past 15 years serves as a valuable asset for the expansion and enhancement of community participatory health initiatives in South Korea.
