dc.description.abstract이 글은 북유럽 국가 중 핀란드와 덴마크가 기후변화에 대응하기 위해 추진 중인 정의로운 전환(Just Transition)과 관련한 동향을 살펴보았다. 특히 핀란드는 정의로운 전환 추진 과정에서 노조의 적극적인 역할을, 덴마크는 녹색전환기술을 적극 지원하는 국가 차원의 추진 사례를 검토하였다. 성공적인 정의로운 전환을 위해서는 탈탄소 경제를 이끌 근로자 대상 대대적인 직업 재교육 지원과 교육 기간 중 근로자의 소득보장이 핵심이라는 점에서 관련 사회보장제도를 함께 살펴보았다. 이러한 사례 분석 결과를 종합하여 기후변화 대응 과정에서 다양한 주체의 역할 분담과 협력의 중요성, 사회 시스템의 전반적인 대응 필요성을 함의로 제시하였다.
dc.description.abstractIn this article, I give an overview of the progress of the just transition in two Nordic countries, Finland and Denmark. Specifically, this article explores the significant role Finland’s labor unions have played in a just transition and the Danish government’s active support for green-transition technology. I look in particular at the social protection programs involved, as, for a successful just transition, it is essential to ensure that support is provided for workers who would take up roles in the decarbonized economy, for their occupational retraining as well as income support while they are on training. The case analysis highlights the importance of defining distinct roles for various stakeholders, fostering collaboration among them, and establishing a society-wide response mechanism.
