Abstract
This study employs the ‘social expenditure per capita(SEPC)’ as a indicator to measure the size of local welfare budgets. Additionally, we calculate the SEPC and the ‘social expenditure per beneficiary(SEPB)’ - where beneficiaries include the elderly, the disabled, the child, and the poor - to identify regional disparities.
