A Study of Factors Affecting the Implementation of Workplace Safety and Health Risk Assessment: Focus on Manufacturing and Service Industries

dc.description.abstract최근 산업 현장에서 재해율이 증가하고 있어, 이를 예방하기 위한 위험성평가의 중요성이 대두하고 있다. 이에 산업안전보건실태조사(2021)를 이용하여 제조업과 서비스업 사업장의 위험성평가 참여에 미치는 영향을 분석하였다. 위험성평가는 2020년 위험 요인이 있는 20인 이상 사업장 가운데 51.5%가 정기적으로, 20.9%는 부정기적으로 실시하는 등 72.4%가 참여하였다. 산업별로 서비스업(60.7%)에 비하여 제조업(81.0%)에서 실시 비중이 높다. 사업장의 규모가 작을수록 참여도 낮아져, 20~49인 규모는 미실시가 32.4%에 이르고 있다. 회귀분석 결과, 소음, 폭발, 추락과 같은 위험 요인은 위험성평가 참여를 높이나, 유해 광선, 장시간 앉은 자세, 감정 노동 등은 참여를 낮추고 있다. 안전보건(전담)조직은 유의미한 차이를 보이지 않으나, 산업안전보건위원회와 안전보건교육훈련은 위험성평가 참여를 높이고 있다. 경영진의 안전과 보건에 대한 관심도는 영향이 거의 없으나, 관리 감독자의 안전보건 관리 역량은 위험성평가 참여를 높이고 있다. 분석 결과를 바탕으로 소규모 사업장 지원 강화, 산업안전보건위원회와 같은 실질 조치 추진, 보건 분야 등 숨겨진 위해 요인에 대한 관심 제고를 정책시사점으로 제시하였다.
dc.description.abstractRecently, on-site industrial accidents have been occurring at an increasing rate, highlighting the growing importance of risk assessment in preventing such incidents. I used data from the Occupational Safety and Health Survey (2021) to analyze factors affecting risk assessment participation among manufacturing and service industry workplaces. Among workplaces with 20 or more employees with risk factors in 2020, 72.4% conducted risk assessments, with 51.5% on a regular basis and 20.9% irregularly. The proportion of implementation is higher in the manufacturing industry (81.0%) than in the service industry (60.7%). The fewer the employees, the lower the rate of implementation. Among workplaces with 20-49 employees, 32.4% had never conducted a risk assessment. Regression analysis revealed that risk factors such as noise, explosion, and falling increased the implementation of risk assessment, but harmful rays, keeping a sitting posture for a long time, and emotional labor decreased the implementation of risk assessment. While whether or not having in place an in-house group tasked with the safety and health of employees did not contribute to any significant difference, the presence of an Occupational Safety and Health Committee and safety-and-health education and training increased the likelihood of risk assessment implementation. Employers’ interest in safety and health issues had minimal impact, but supervisors' safety and health management capabilities increased risk assessment implementation. Based on the analysis findings, policy implications were presented to strengthen support for small businesses, promote practical measures such as the Occupational Safety and Health Committee, and increase policy interest in identifying hidden risk factors.
