dc.description.abstract일본은 최근 몇 년 동안 아동의 권리와 웰빙을 보장하기 위한 움직임이 활발하게 나타났고, 이에 대한 결실이라고 할 수 있는 ‘아동기본법’이 제정되었으며, 이 법의 제정으로 그동안 개별적으로 추진되었던 아동 관련 정책을 통합적으로 추진할 기반이 마련되었다. 또한 저출산 대책을 포함한 아동 관련 정책을 총괄하고 주도적으로 추진하는 컨트롤타워인 아동가정청이 설치되었다. 일본 정부는 앞으로 2030년까지 6, 7년의 기간을 저출산을 타개할 수 있는 마지막 기회로 삼고, 이를 위한 저출산 대책은 지금까지와는 차원이 다르게 추진해 나가야 한다고 강하게 주장하고 있다. 이와 관련하여 이 글에서는 ‘아동기본법’, 아동가정청, 저출산 대책에 대해서 살펴본다.
dc.description.abstractJapan has been active in the past several years in working to protect the rights and welfare of children. These efforts culminated in the legislation of the Basic Act on the Rights of the Child, whose enactment laid the legal basis for implementing in an integrated way those various child policy programs that until then had been delivered separately. In the process, the Japanese government established the Children and Family Agency, tasked with overall control of the implementation of policies on children, including those aimed at helping to raise the birthrate. The Japanese government has asserted that it should, over the six to seven years to 2030, keeping in mind that these years could be the last chance period to tackle the low-fertility situation, press on with policy measures in ways different from the past. This article examines the Basic Act on the Rights of the Child, the role of the Children and Family Agency, and the Japanese government’s policies on low fertility.
