Abstract
In an attempt to continue the provision of telemedicine, which has been permitted on a temporary basis during the COVID-19 pandemic, the government implemented a pilot healthcare project in June this year that allows people to use, although on a limited scale, non-face-to-face healthcare services. While the pilot project primarily involves outpatient clinics and follow-up services, it remains a subject of debate and contention. In this study, we examined the relevant policy cases of Japan and France. These countries have undergone significant policy changes regarding key issues such as the scope of participation in telemedicine, prescription and medication delivery, and telemedicine fees, both before and after the COVID-19 pandemic.
