dc.description.abstract본 연구는 코로나19의 중기적인(mid-term) 영향을 파악하고 이에 대응한 소득보장제도의 역할을 평가하기 위해, 코로나19가 가구소득에 미친 영향에서 기존 소득보장제도와 일시적인 재난지원금의 효과를 구분하여 분석했다. 이를 위해 <가계금융복지조사>의 2019년과 2020년 자료를 이용하여, 복지탄력성 지표를 소득원천별로 분해하고 가구고용형태별 영향을 분석했다. 그 결과 첫째, 코로나19의 확산세가 등락을 반복했던 1년간의 평균적인 변화를 고려했을 때도 자영업 및 비정규직 가구는 시장소득이 감소했다. 둘째, 소득 안정화에 가장 핵심적인 역할을 한 것은 시장소득으로, 기존 소득보장제도 및 일시적인 재난지원금의 역할은 제한적이었다. 셋째, 코로나19 충격에 특히 취약했던 자영업 가구의 경우 기존 소득보장제도만으로는 소득 충격의 5.3∼26.7%를 흡수하는 데 그쳤고 일시적인 재난지원금이 핵심적인 역할을 했다. 넷째, 빈곤층은 코로나19 충격으로부터 상대적으로 자유로운 데다 재난지원금의 효과까지 더해져서 가구소득이 전반적으로 개선되었다.
dc.description.abstractThis study analyzed the distinct effects of the existing income security system and discretionary measures on the impact of COVID-19 on household income to identify the mid-term impact of COVID-19 and evaluate the role of the income security system. To this end, the 2019 and 2020 data of the Survey of Household Finances and Living Conditions were used to decompose the welfare resilience index by income source and analyze the impact on household income by employment pattern. Firstly, considering the average change over the year when the spread of COVID-19 repeatedly fluctuated, self-employed and non-regular households saw their market income decline. Secondly, market income played the most important role in stabilizing income, and the role of the income security system and discretionary measures was limited. Thirdly, in the case of households of self-employed people who were particularly vulnerable, the existing system only absorbed 5.3% to 26.7% of the income shock. Finally, the income of poor households was not only relatively free from the COVID-19 shock but also improved overall by adding the effect of disaster relief funds.
