dc.description.abstract미국은 국가 차원의 유급병가정책이 없는 극소수의 복지국가 중 하나이다. 다만 2010년 이후 10여 개의 주정부 및 지방정부에서 독자적인 유급병가정책을 시행하거나 준비하고 있으며, 개별 사업장에 따라 다양한 유급병가를 제공하고 있다. 최근 미 정치권에서는 민주당 주도하에 연방 차원의 유급병가정책 도입 논의가 활발하게 진행되고 있다. 이 글에서는 미 연방 차원의 병가제도 발달 과정과 그 특징을 살펴보고 향후 유급병가 도입의 가능성을 예단해 본다. 아울러 이러한 미국의 경험이 상병수당제도의 도입을 준비 중인 한국에 주는 정책적 함의를 살펴본다.
dc.description.abstractThe US is one of the few welfare states that do not have a national paid sick leave scheme. However, since 2010, at least 10 state and municipal governments have enacted or drafted their own paid sick leave schemes, and, in many states, different types of paid sick leave were made available depending on the employer. Recently, discussions on the implementation of a paid sick leave policy at the federal level have been active in US political circles led by the Democratic Party. This article investigates the development process and characteristics of the US federal sick leave system and examines the prospects of implementing paid sick leave in the future. In addition, this study derives policy implications from the US case that are relevant to Korea as it gears up to implement a national sickness benefit scheme.
