dc.description.abstract	OECD 회원국 가운데 국가 단위의 상병수당 제도가 없는 국가가 한국뿐만은 아니다. 이른바 ‘소극적 복지국가’, 미국도 연방단위의 상병수당제도가 부재하다. 미국 역시 상병수당의 사각지대를 오래 방치했다. 한국과 미국은 상병수당을 둘러싼 제도적, 정치경제적 배경에서 유사한 점이 발견된다. 감염병 위기 상황에서 뒤늦게 상병수당 도입을 시도하고 있다는 점에서도 흡사하다. 미국은 20세기 초반부터 상병수당 도입을 위한 주 및 연방 단위의 입법 시도가 있었다. 그 시도가 실패하거나, 타협을 거치면서 변화하거나, 일정한 성과를 올린 역사는 극적이고 동적이다. 연방 단위에서 이뤄지는 상병수당 도입 시도는 바이든 행정부 아래에서 현재진행형이다. 이번 보고서는 미국 연방 및 주 단위에서의 유급병가 및 상병수당 도입의 성공과 실패의 역사를 검토하고, 한국에 주는 함의를 살펴보았다.
dc.description.abstract	Only two nations among OECD membership are without sickness benefits: Korea and U.S. The two have been struggling to introduce the social security scheme especially after finding the sick or infected workers, including the vulnerable, going to workplaces during the pandemic. In fact, U.S. has a long history of trying and failing to introduce the system. The history is dramatic as the introduction and implementation of the scheme has involved stakeholders such as businesses, unions, politicians, civic movement, etc. Now U.S. is running the federal-level unpaid medical leave (FMLA). Sixteen states enforce paid sick leave and 9 states run paid family and medical leave. This study introduces history of U.S. social policy and sickness benefit (Chapter 2) and sickness benefits on federal and state level (Chapter 3). Two case studies are conducted to review the system in Massachusetts(Chapter 4) and Washington(Chapter 5). At the end, policy implications are discussed in Chapter 6.
