Welfare states have been undergoing crises since their stablishment in the early 20th century. Their instability has been in a respect predestined as it is based on several assumptions: stable economic growth, democracy and sustainable environment. Any changes in the assumptions would shake the ground of the welfare states. It is what we are observing in the new century by witnessing low growth rates, climate change, etc. Given this, this report tries to review five cases of system reforms in response to the above-mentioned changes. They are US’s housing policy initiative called CAP (Chapter 2), UK’s policy against loneliness(Chapter 3), Wellbeing Budget in New Zealand (Chapter 5), UK’s Reablement scheme (Chapter 6) and labour policy changes in some countries such as France. By reviewing the challenging and experimental policies, we are trying to find clues to overcome the current changes Korean welfare systems are now facing.
