국민기초생활 보장법 제정의 가장 큰 의의는 우리 사회의 헌법적 가치라고 할 수 있는 인간다운 생활을 할 권리의 보장, 이것이 현실화된 것입니다. 단순히 공공부조에 그치는 것이 아니라 한국 사회의 사회복지의 수준을 전반적으로 끌어올리는 선도적인 역할을 했다고 할 수 있습니다.
