Monitoring and solution tasks of metropolitan local government policies on aging society

Abstract

The purpose of this study was to monitor the policies on the aging society of metropolitan local governments, by focusing on two aspects in order to present effective strategies for aging society: consistency with the central-government policy stance and autonomous policy operation of metropolitan governments reflecting regional characteristics.. As a result of the study, it was revealed that the metropolitan local governments tried to materialize the policies on the aging society by coping with the central government’s policy, but some areas were not matching with the central policy stance such as leisure life (encouragement of leisure, culture and social activities), filial culture, and elder abuse. In addition, the budget for the aging sociaty policies of the metropolitan local governments was allocated mainly to the projectsfocused on income security. Governance does not have its own system related to the aging sociaty policies of metropolitan local governments, and resulting in limited operations thereof. Based on these research results, suggestion was presented that it is necessary to clarify the scope of the aging sociaty policies and to prepare a management system for promotion of smooth implementation of the policies by the metropolitan local governments
