| dc.description.abstract | 우리나라의 출생아 수 감소, 인구의 자연 감소, 인구의 고령화는 사회의 각 분야에 영향을 미치는 중요한 사회현상이다. 인구구조와 인구규모의 변화가 일시적이지 않고 지속될 뿐만 아니라 고착화되고 악화되고 있는 상황에서 정책적 개입은 필수적이다. 이 글에서는 우리나라의 인구현상과 인구정책의 변화를 정리하며 향후 인구정책의 방향성을 제안하고자 한다. 2023년은 인구정책을 새롭게 정비하고 조정하는 중요한 시기이다. 인구구조가 변화하는 추이, 사회경제적 충격의 규모, 정책이 효과를 나타내는 데 걸린 시간 등을 지속적으로 검토하여 우선순위를 설정하고, 정책을 조정하고 수정할 수 있도록 체계적이고 유연하게 정책을 추진할 필요가 있다. 2023년에 인구정책은 인구가 감소된 축소사회와 인구의 고령화로 인한 고령사회에 대비할 수 있도록 제4차 저출산·고령사회기본계획의 패러다임 안에서 새 정부의 5대 인구 전략을 구체화하여 실효성 있게 추진되어야 할 것이다. |
| dc.description.abstract | The decrease in the number of births, the natural decrease in the population, and the aging of the population are important social phenomena that affect every sector of Korean society. Policy intervention is essential in a situation where changes in the population structure and size are becoming fixed and even exacerbated. This article summarizes the demographic changes and changes in population policy in Korea and suggests directions for future population policy. The year 2023 is a critical time to reorganize and adjust the population policy. It is necessary to implement policies systematically and flexibly so that priorities can be set, adjusted and modified in line with the trends in demographic structure and the scale of socioeconomic shocks. Population policy for 2023 should be implemented effectively by specifying the new government’s five population strategies within the paradigm of the 4th Low Fertility and Aging Society Basic Plan to prepare for a shrinking society with a declining and aging population. |
