dc.description.abstract	2022년 10월 10일 독일 연방정부는 새로운 장기실업급여제도인 시민수당을 도입하기 위해 관련 법률안을 연방의회에 제출하였다. 시민수당은 하르츠 개혁을 통해 2005년부터 시행된 실업급여Ⅱ를 대체할 예정인데, 현재 독일에서는 시민수당 도입과 관련해 큰 사회적 논란이 야기되고 있다. 이 글에서는 독일의 현 장기실업급여 제도인 실업급여Ⅱ와 관련하여 제도의 도입 배경 및 내용, 비판적 논의를 먼저 살펴보고, 이어 실업급여Ⅱ를 대체할 시민수당제도의 내용과 이에 대한 비판적 논의를 살펴보았다. 또한 이러한 독일의 논의가 한국의 실업부조 관련 정책에 시사하는 바를 제시하였다.
dc.description.abstract	On October 10, 2022, the German federal government proposed a bill to the federal parliament, in a bid to adopt Citizens' Allowance, a new long-term unemployment insurance scheme. Citizens' Allowance will replace the Hartz II benefit scheme, which has been in effect since 2005 as a result of the Hartz reform. However, the idea of Citizens' Allowance adoption has sparked a major social dabate in Germany. This article looks at the background, components, and critiques of the Hartz II program and goes through some of the objections leveled toward Citizens' Allowance. This article also examines the implications that these German discussions have for Korea's policies on unemployment assistance.
