dc.description.abstract | 1996년 제2차 유엔인간정주계획 회의에서 처음 논의된 '아동친화도시'는 유엔아동권리협약의 4대 기본 원칙 (비차별, 아동 이익 최우선, 생존과 발달의 권리, 아동 의견 존중)을 바탕으로 아동이 살기 좋은 도시를 만들고자 시작된 프로그램으로, 유럽을 중심으로 시작되어 현재 전 세계 여러 나라로 확산되고 있다. 아동친화도시 조성 사업과 정책은 법, 행정, 사회문화 등 다양한 분야에서 아동의 권리와 존엄성 향상을 위해 마련된 프로그램으로 아동의 웰빙과 행복, 지속 가능한 성장을 궁극적인 목표로 하고 있다. 이 글에서는 싱가포르 아동권리협약이 어떻게 이루어지고 있는지, 그리고 스마트 국가(Smart Nation)를 추구하는 싱가포르 정부가 실시하는 ‘아동친화적 스마트도시’ 정책 사례로는 어떤 것이 있는지 살펴봄으로써 이를 통한 주요 시사점을 도출하고자 한다. |
