| dc.description.abstract | 일본에서 배리어프리에 관한 정책은 1960년대 말 시작되었으며, 초고령화에 따른 도시 문제해결을 위한 제도적 정비과정과 2020년 도쿄올림픽·패럴림픽 개최를 거치며 현재는 도시 정책의 가장 기본이 되는 정책으로 자리 잡았다. 정책의 대상 또한 초기에는 ‘장애가 있는 사람’을 위한 특별한 배려로 이해되었다면, 현재는 장애인을 포함한 사회 구성원 모두를 위한 정책으로 이해되고 있다. 정비의 대상도 과거에는 도시의 물리적 ‘장애물’ 제거가 목표였다면 현재는 정보적·제도적·심리적 영역에 이르는 모든 ‘장애물’을 제거하는 개념으로 발전하였다. 초고령화와 장애인 이동권, 탈시설화 정책 등은 한국 사회가 직면하고 있는 중요한 문제이므로, 이 글을 통해 우리보다 앞서 논의가 시작된 일본의 정책들을 살펴보려 한다. |
