| dc.description.abstract | 스웨덴은 복지 구조를 유지하기 위한 정부의 재정 지원 강화, 중앙과 지방의 명확한 역할 분담, 노인돌봄서비스 강화를 통한 서비스 질 향상, 보건의료·장기요양인력의 효과적인 활용과 증대, 서비스 효율화를 위한 구조적 개혁 사례를 보여 주고 있다. 최근에는 서비스의 분절화를 막기 위해 보건·복지 통합 서비스를 제공하고 있으며, 탈시설화를 통하여 재정의 지속가능성을 확보하고, 에델 개혁과 장기요양제도 정비를 통해 기초자치단체를 중심으로 효율적인 노인복지 정책을 시행하고 있다. 진료와 돌봄, 복지서비스를 기초자치단체에 통합시킴으로써 전달체계의 분절성을 완화하고, 사회적 입원에 대한 지불 책임도 부과함으로써 사회적 입원을 줄이며, 기초자치단체가 지역사회에 적합한 돌봄과 퇴원 환자 관리를 할 수 =있게 되었다. 우리나라도 환자 의료전달체계에서 중앙과 지방의 역할 분담과 책임을 명확히 하고, 지역 중심의 전달체계 속에서 의료 및 장기요양서비스 공급과 재원 조달이 효율적으로 작동할 수 있는 기전을 마련할 필요가 있다. |
