dc.description.abstract	변화하는 노동시장에 대한 대응은 일본 연금제도의 발전 과정에서 빼놓을 수 없는 과제였다. 1980년대에는 피용자(被用者) 증가와 자영자 감소라는 변화에 적응하기 위해, 2000년대에는 고령자와 여성의 경제활동 참여 증가에 따른 연금권 강화를 목적으로, 2010년대에는 단시간 근로자의 후생연금 적용 확대와 피용자연금 일원화를 위해 개혁이 이루어졌다. 단시간 근로자를 피용자연금에 포괄하고 후생연금 적용 사업소를 확대하는 노력은 현재도 진행 중이다. 다만, 플랫폼 노동과 같은 새로운 근로 형태에 대한 공적연금의 대응은 다른 국가들과 마찬가지로 매우 더딘 상황이다.
