dc.description.abstract	그리스는 ‘경제위기’라는 강한 외부 압력에 의해 상당히 강도 높은 개혁을 실시해 왔다. 그 결과, 국내총생산 (GDP) 대비 연금 지출 규모가 크게 감소되는 등 재정 불균형이 개선될 것으로 전망되며, 남유럽 복지체계의 특성상 오랫동안 파편화(fragmented)되어 운영되었던 공적연금 관리·운영 체계의 단일화를 이루었다. 최근에는 그리스 총고용의 상당 부분을 차지하는 자영자, 프리랜서 등 비임금근로자에 대하여 별도의 보험료 부과 체계 변화를 시도하였다. 그리스 사례는 연금 개혁이 적시에 이루어지지 않을 경우, 개혁의 강도(intensity)는 더 높아질 수밖에 없음을 보여줌과 동시에 공적연금의 심각한 재정 불균형, 이중화된 노동시장 등 우리와 유사성이 크다는 점에서 향후 한국의 연금 개혁 논의에 시사하는 바가 크다.
