A Base Study for Social Policy Evaluations

Abstract

The purpose of this study is to conduct researches on the measurement methods for evaluating the social policies. Since the goals of public policies are multidimensional, there is a limit to the evaluations based on a single outcome. In order to move toward more fundamental and ultimate goals of the policy evaluations, we would look at the ‘social value’ as ‘performance’ and consider how to measure the social values. First, we would examine the changes in the social security policies, to define the social values ​​as the goals of the social security policies, and would discuss the methods of measuring the social values. In particular, among the social value measurement methods, we focus on the SROI (Social Return on Investment) analysis method, which is the representative approach of the quantification-oriented methods, and the CVM(Contingent Valuation Method), and the combination of SROI and system dynamics. Next, we take a closer look at the cases of the social value measurements by using these analysis methods. Finally, the applicability of these measurement methods is discussed in order to set up a system that can comprehensively evaluate the social security systems. In addition, it represents challenges to the future social value measurement methods and the future directions for social security policy evaluations.
