Abstract: 아동보호와 성인돌봄 서비스 영역에서 나타나는 개인 및 가구의 사회서비스 욕구를 실증적으로 분석하고 지역단위에서 서비스 공급체계가 갖는 한계에 근거하여 복합‧다중적 서비스 욕구에 대응하기 위한 사회서비스 전달체계의 통합방안을 제시하고자 하였다. 2019년도 사회서비스 수요 실태조사 자료를 활용하여 가구특성별 사회서비스 욕구에 대한 잠재계층분석을 실시하였으며, 사회서비스의 공급에 있어 전달체계가 갖는 쟁점과 문제점을 진단하였다. 이어 선험국의 사회서비스 통합 사례를 바탕으로 통합의 촉진요인과 저해요인을 도출하고 정책적 함의를 제시하였다.
본 연구를 통해 사회서비스 욕구의 복합․다중성이 높은 집단은 삶의 다양한 영역에서 갈등과 어려움을 경험하는 것으로 나타났으며, 현행 아동보호 및 성인돌봄 서비스의 공급체계는 이용자의 복합․다중적 사회서비스 욕구의 대응에 한계에 직면하고 있음을 확인하였다. 이에 통합적 사회서비스의 제공을 위한 지역사회 중심의 통합의 방향과 기본원칙을 제시하고, 지역중심의 사회서비스 총괄 조정‧기획 기능의 구현과 사례관리 영역별 전문화 및 지역단위 자원연계 활성화 방안 등을 비롯한 통합적 공급체계 구축 방안을 마련하였다.

This study aims to suggest the direction for change in integrating social services. It analyzed the multiple and/or the complex social service needs in an area of the child care and the adult care and examined the current social service delivery system in order to identify areas for the change.
Utilizing the data of the Social Service Survey in 2019, we conducted the latent class analysis for families with children and for families with the old and the disabled. The results of the LCA for families with children showed that the group with the high multiple and/or the complex needs had higher level of family conflict, lower life satisfaction level and lower level of service user satisfaction than other groups. The results of the LCA for families with the old and the disabled illustrated that although the group with the high multiple and/or the complex needs had higher level of family conflict than other groups, the satisfaction level of the service users was the highest among all groups.

In order to help people with the multiple and the complex needs, we devised three policy measures for integrating the child protective services and increasing the accessibility of the CPS system, as well as integrating the adult care service delivery system by reinforcing the coordination of the service delivery. The main direction for change was listed as 1) reinforcing the public responsibility 2) the regional initiative, and 3) the reinforcement of professional services.
