Abstract: 핀란드는 1993년 이후 기초지방정부(municipalities) 중심의 전달체계를 바탕으로 보건복지서비스를 제공하 고 있다. 하지만 이러한 전달체계는 효율적이지 못하고 서비스 접근성이 낮은 것은 물론이고 지역 간 불평등을 확대한다는 비판을 받아 왔다. 이러한 문제를 극복하기 위해 2000년대 이후 핀란드 정부는 여러 차례 보건복지 서비스 개혁을 시도했지만 실패하였다. 마침내 2021년 핀란드 의회는 현 정부의 개혁안을 통과시켰다. 이 개혁 안은 기초지방정부의 보건복지서비스 제공 역할을 대신할 광역의 21개 복지서비스자치주(wellbeing services counties)를 구성하는 것을 주요 내용으로 한다. 2022년 1월 핀란드는 역사상 처음으로 복지서비스 자치주를 운영할 복지서비스주의회(wellbeing services county councils) 구성을 위한 선거를 실시하며 보 건복지서비스 개혁을 본격적으로 추진하고 있다.
