National Basic Livelihood Security Program: Targeting and Management

Abstract

□ Research Aims Although the National Basic Livelihood Guarantee System has marked a new era in Korea's public assistance system, there has been negative aspects in the relation with the system such as reduced motivation to work, increasing number of illicit recipients, an the budget misuse. The purpose of the work is to focus on introducing the efficient and healthy management to the Nation Basic Livelihood Guarantee System so that problems can be addressed and improvements can be made in the system. □ Main Research Results The monitoring of the Basic Livelihood System has revealed problems such as ;impediment on fairness due to the inaccuracy in the income and wealth survey; and ineffectiveness due to the lack of cooperation between sections and lack of case management. On the side of the Self-Reliance System problems were impediment on fairness due to the limitedness of the payment, ineffectiveness due to selection of recipient groups not suitable to the system and due to the lack of cooperation between sections and lack of case management. To rectify the problem, it is needed to establish the system designed to increase accuracy of the income and wealth survey, to relax the qualification requirement of the family supporter on the side of the National Livelihood. On the side of the Self-Reliance System, needed are to re-establish the groups selected for support, to rationalize the workability standard. Also it is necessary to bring out cooperation between related organization. □ Expected Effects While previous works focused on the general monitoring and assessment of the National Basic Livelihood Guarantee System, the present work takes more specialized area by focusing on the 'selection and management of recipients'. This attempt will produce more useful materials for the researchers and policy makers in that field.
