Abstract
The national veterans affairs policy has developed in a different form from other social policies over the past 60 years. The concept has been expanded from supporting the war veterans, and the target has also been broadened from those for independence and national defense to the people of merit for democratization. However, in the future, changes would be necessary in the target of veterans affairs policy while such external factors as future environmental changes are also occurring at the same time. Through analysis of the changes in the population and the support policies for the national veterans, our study suggests the direction of the affairs veterans policy to respond to the changes in the external environment and the future direction of the policy to reflect the changes in the social policy. In the future, it is necessary to overcome the current crisis in the veterans environment through reorganization of the national veterans affairs policy. First of all, the public should continue to form a consensus on respect for and support to the veterans. At the same time, it is necessary to strengthen the income security of the national veterans, and to reinforce the strategies for health care services, social services and labor and employment matters in consideration of the changes in the working environment. In addition, a link should be established between care(social services) and employment.
