The Effectiveness of a Human Rights-Based Capacity Building Program for Social Workers at Senior Welfare Centers

dc.description.abstract본 연구의 목적은 노인복지관 사회복지사에게 인권관점 사회복지실천 역량 강화 프로그램을 제공한 후 프로그램 효과성을 검증하는 것이다. 이를 위해 노인복지관 2개소에 종사하는 37명의 사회복지사를 대상으로 9회기 온라인 프로그램을 제공했다. 프로그램의 효과성은 유사실험설계로 실험집단은 사전조사와 사후조사, 통제집단은 사후조사를 하였다. SPSS 24.0을 사용해서 기술통계와 t-test를 수행했다. 본 프로그램의 효과성 분석 결과에서 프로그램 참여자(실험집단)는 사전조사에 비교해서 사후조사에서 참여(p<.001), 비차별(p<.01), 강점관점(p<.001), 미시・거시 통합(p<.001), 역량 강화(p<.001), 지역사회・다학제 협력(p<.05), 행동주의(p<.01), 책임성(p<.001) 등 인권관점 사회복지실천 방법 활용 정도가 통계적으로 유의하게 향상되었다. 통제집단의 사후조사와 비교에서도 실험집단의 참여(p<.001), 비차별(p<.001), 강점관점(p<.001), 미시・거시 통합(p<.01), 역량 강화(p<.01), 지역사회・다학제 협력(p<.001), 행동주의(p<.05), 책임성(p<.001) 등 인권관점 사회복지실천 8개 요인이 모두 통계적으로 유의하게 높았다. 이러한 연구 결과를 토대로 사회복지사의 인권 기반 사회복지실천 방법 활용을 증진할 수 있는 인권 교육과 실천에 대한 제언을 논의하였다.
dc.description.abstractThe purpose of this study is to verify the effectiveness of a Human rights-based capacity building program for social workers at senior welfare centers. The online program with nine sessions was provided to 36 social workers working at senior welfare centers. The quasi-experimental design were employed with the experimental group (pre-post tests) and the control group (only post-test). Descriptive statistics and mean difference analysis were conducted with SPSS 24.0. The results of paired samples t-tests with the experimental group supported that there were significant changes in participation(p<.001), non-discrimination(p<.01), strengths perspective(p<.001), micro-macro integration(p<.001), capacity building (p<.001), community and interdisciplinary collaboration(p<.05), activism(p<.01), and accountability(p<.001). In addition, the degrees of participation(p<.001), non-discrimination(p<.001), strengths perspective(p<.001), micro/macro integration(p<.01), capacity building(p<.01), community and interdisciplinary collaboration(p<.001), activism(p<.05), and accountability(p<.001) in the experimental group were significantly higher than those in the control group. Based on the results of this study, implications were discussed of human rights education and human rights practice that could promote human rights-based social welfare practice by social workers at senior welfare centers.
