| dc.description.abstract | 현재 미국은 지속적인 노동시장의 구조 변화로 기술 인력 부족 현상을 경험하고 있다. 2021년 초 바이든 정부는 대안으로 고수요 산업을 중심으로 일자리를 창출하고, 여성 및 소수 인종·민족 등 취업 취약 구직자 및 근로자들에게 직업훈련 기회를 제공함으로써 기술 인력 부족 문제 해소한다는 ‘미국 일자리 계획’(American Jobs Plan)을 제안하였다. 미국 일자리 계획이 취약계층의 취업과 기술 인력 확충에 일시적으로 도움이 될 것으로 예상된다. 그러나 코로나19 시대에 보다 효과적이고 포용적인 노동시장 구축을 위해서는 취업 취약 인구를 대상으로 하는 공공 직업능력 개발 시스템을 장기적이고 근본적으로 점검할 필요가 있다. 이 글에서는 현재 미국의 공공 직업능력 개발 시스템 개선을 위한 제안과 그 실증적 기반을 바탕으로 논의한다. |
