dc.description.abstract | 지난 1년간 코로나 팬데믹과 일련의 대규모 구제 정책을 경험하며 미국 사회에서는 진보 의제에 대한 지지 여론이 상승하고 있다. 이를 바탕으로 미 정치권에서는 다양한 사회정책안들이 제기되고 있다. 이 글에서는 지난 7월 통과된 ‘캘리포니아주 소득지원 정책’과 최근 미 중앙 정치권의 최대 화두로 등장한 ‘3.5조 달러 메가빌’에 대하여 알아본다. 특히 메가빌은 뉴딜과 ‘위대한 사회(Great Society)’ 운동에 버금가는 개혁성을 지닌 법안으로 미국 복지 국가의 성격을 재정의할 수 있을 만큼 대규모의 사회정책이다. 이 두 법안을 중심으로 미국에서 진보적 의제가 어떻게 제도화되고 있는지 그 과정과 함의를 살펴본다. |
