dc.description.abstract이 글은 장애인권익옹호서비스의 안정적 제공을 위해 장애인권익옹호기관의 인력운용 실태를 파악하고 개선 방안을 제시하는 것을 목적으로 한다. 이를 위해 장애인권익옹호기관의 인력운용 실태를 직무 실태, 교육 훈련, 근로 여건으로 구분하여 살펴보았다. 분석 자료로는 한국보건사회연구원에서 2020년 수행한 ‘사회복지 보호(Protective) 서비스 인력의 수급실태와 운영제도 연구’ 자료를 활용하였다. 분석 결과, 장애인권익옹호기관 종사자는 업무 범위의 모호함, 과도한 업무, 낮은 처우 수준, 안전을 위협하는 근무 환경 등의 문제를 경험하고 있는 것으로 나타났다. 이를 바탕으로 장애인권익옹호기관의 업무의 명확화와 종사자에 대한 교육 훈련 강화, 처우 개선을 위한 과제를 제안하였다.
dc.description.abstractThe purpose of this article is to understand the current state of workforce management of the Advocacy Agency for Persons with Disabilities (AAPD). For this, the workforce management of AAPD was investigated in three categories; job duties, education and training, and work condition. Quantitative and qualitative data from ‘Research on Protective Service Workforce Policy’ carried out by KIHASA in 2020 were analyzed. The result showed that workers at AAPD had experienced difficulties concerning poorly-defined job responsibilities, excessive workload, low-level treatment, and work safety hazards. Based on the result, this article presents policy suggestions for improving job clarification, education and training, work conditions for the workforce of AAPD.
