Abstract
기초보장제가 어려운 여건에도 불구하고 복지제도의 틀로 자리잡았다. 비수급 빈곤층의 부양의무자 문제, 허술한 자활정책, 관련 자료의 부족, 사회복지전달 체계 미흡, 복지부 담당 공무원의 잦은 교체 등이 해결해야하는 과제를 안고 있다.
